ABOUT THE INDUSTRY PARTNER

Natural Hazards Research Australia is Australia’s national centre for natural hazard resilience and disaster risk reduction.

The Centre was funded for 10 years by the Australian Government on 1 July 2021 as a collaborative research organisation, to address the major challenges arising from natural hazards, including bushfires, floods, cyclones, heatwaves, storms and other hazards. The aim is to deliver usable research and knowledge that creates safer and more resilient communities.

The Centre works in the broad emergency management and disaster resilience sector with partners in all states and territories, federal, state and local governments, key industry bodies, the private and not-for-profit sectors, research and other organisations with a stake in protecting Australian communities.

This project will be hosted in partnership with the Queensland Fire Department (QFD), who provide world-class fire and rescue services to Queensland communities with a clear focus on fire prevention, response and control. QFD replaces the previous Queensland Fire and Emergency Services, following a series of independent and wide-ranging disaster management and fire and emergency services reviews conducted in recent years.

WHAT’S IN IT FOR YOU?

The intern will cooperate closely with QFD Legislation Branch policy officers who will mentor the intern throughout the internship. This engagement will provide the intern with exposure to the complex legal landscape that emergency response and related agencies tasked with natural disaster prevention and preparedness policy implementation operate in. This project will enable the student to develop their research skills and outputs in line with the needs of a government department, noting that it is government departments that develop the policy used to draft legislation. This research project will fit within the policy analysis phase of the Australian Policy Cycle.

RESEARCH TO BE CONDUCTED

QFD is seeking a researcher, with skills researching state and commonwealth legislation and case law, to answer the question: “To what extent do occupiers of land in Queensland have a legal responsibility for managing bushfire hazards on their property?”

Essential: Strong experience researching legislative policy questions, and interpreting legislation and case law.

RESEARCH OUTCOMES

It is expected that the outcome of the project will be a stand-alone research report which sets out the answer to the research question.

ADDITIONAL DETAILS

The intern will receive $3,300 per month of the internship, usually in the form of scholarship payments.

It is expected that the intern will primarily undertake this research project during regular business hours and maintain contact with their academic mentor throughout the internship either through face-to-face or phone meetings as appropriate.

The intern and their academic mentor will have the opportunity to negotiate the project’s scope, milestones and timeline during the project planning stage.
